Underpowered USB ports. External hdd does not spin up.
My external HDD does not even spin up.
I tried all 4 ports, Android and Ubuntu 18.04.1. My PSU provides 2.5A.
Exactly the same setup (HDD + PSU) works well with my Raspberry Pi 2Model B+.
Is an external power is the only solution?
Is there any max_usb_current=1 equivalent?

Every port is limited to 0.5A per USB spec. If your external hard drive uses more than that, we can't really help. Make sure the power supply you are using is adequate in the first place because 90% of the time, the power supply is at fault.
@loverpi got it thanks!
@loverpi any idea?
What's your power supply?
@loverpi I use PSU from Amazon Fire usually it is considered high quality.
Measure the 5V on the 40 pin header. It is equivalent to the input voltage. Then measure it when loaded, it may be the pwoer supply because if it is rated 1.8A, it can probably only output 1.0A before significant voltage drop.
@loverpi 40 pin is like there ?
Yes, the 5V pin in the corner.
@loverpi 2 pin (it is top right on the picture) has 5.2 V on my board. and it has 5.0V when a disk is connected to a USB port
@Igor_k You have the heatsink on backwards. There's two fuses on the back of the board, 6F1 and 6F2. Can you measure the voltage before and after the fuse?
You can see the schematics at page 8: https://drive.google.com/file/d/0B1Rq7NcD_39QYnltdGtWWEFvS0U/view
