Renegade IR Receiver

I have been very unable to get the onboard IR Receiver to work with ANY of the OS's. I can plug in USB devices ( game controllers, Keyboards, mice, and a USB IR Receiver borrowed from one of my Firesticks) and every one works just fine.

Am I missing something or is mine damaged? Does anyone know the specs on the onboard receiver so I can try to get my Harmony 650 to work with it? I am using LibreELEC.

open source hardware ... check there to see what chip controls the IR, then verify driver is available, etc.
