LED Indication Preference/Spec

This is a semi-formal description of LED indication for Libre Computer boards for maintaining consistency. The boards can have up to four colors usually consisting of red, yellow, green, blue. Depending on the available GPIOs, the LEDs may or may not be controlled via software.
